Preface I
QIAN Keming ,Vice Minister of Commerce,
The Belt and Road Initiative was proposed by President Xi Jinping 5 years
ago, and during the past 5 years, the Belt and Road construction has been
advancing by exploration, improving with development and growing through cooperation.
Countries along the routes have focused on policy coordination, facilities
connectivity, unimpeded trade, financial integration, and people-to-people
bonds, and deepened cooperation and made welcoming achievements in many aspects
continuously.
In 2017, the trade volume between China and the countries along the routes
of the Belt and Road Initiative reached 7.4 trillion RMB yuan, an increase of 17.8% over the same period last year, and 3.6
percent higher than the national growth rate of foreign trade. Chinese
enterprises have invested US $14.4 billion in the countries along the route,
and newly signed contracts for construction projects in such countries amounted
to US $144.3 billion, an increase of 14.5% over the same period last year. As the
most extensive platform for international cooperation in accordance with the
trend of economic globalization, the Belt and Road construction has entered a
new stage of comprehensive and pragmatic cooperation and has brought significant
and far-reaching impact to the benefits of all peoples.

Preface II
GU Xueming ,Director of the Chinese
Academy of International Trade and Economic Cooperation (CAITEC), Ministry of
Commerce of the People’s Republic of China (MOFCOM)
The
past five years witnessed the considerable progress in the construction of Belt
and Road as well as the great achievements in policy making, infrastructure
constructions, trade development, financial cooperation and cultural exchanges.
From 2014 to 2017, the scale of trade in goods between China and the countries
along the Belt and Road totaled around US $1 trillion, and China’s direct
investment in all countries along the Belt and Road mounted to a total of US
$64.64 billion. Over the past five years, more than 100 countries and international
organizations have expressed their willingness to participate in the Belt and Road
cooperation, and many of them have already taken part in the Belt and Road construction.
As
an essential part of the Belt and Road construction, economic and trade
cooperation enjoyed steady progress in the past five years, which has made
outstanding contributions in forming a new pattern of China’s overall opening
up, deepening its economic and trade relations with neighboring countries,
promoting the development of economic globalization, improving global economic
governance, and bringing tangible benefits to the countries and peoples along
the route of the Belt and Road.
In
2018, the 40th anniversary of China’s reform and opening up, we
should further integrate the Belt and Road international cooperation with
China’s reform and opening up, seize the opportunity, overcome possible resistance
and continue to strive forward to achieve a more far-reaching, more open, more inclusive and sustainable, healthy development for more
people.
The Yearbook of China’s Belt and
Road Initiative (2018),compiled by Chinese
Academy of International Trade and Economic Cooperation (CAITEC), Ministry of
Commerce of the People’s Republic of China (MOFCOM), summarizes the basic
situation in various fields in the year of 2017, with the achievements and
existing problems in the past 5 years particularly collected and analyzed and specific
solutions suggested. Meanwhile, the well-considered compilations of the plans,
statistics, case studies, information of major projects and index ranking
issued by relevant departments and organizations will be of significant value
in theoretical guidance and practical reference.
