为适应全面推进依法治国的要求，提高文化建设法制化水平，帮助宣传文化工作者更好地学习掌握文化法律法规，也为文化立法工作者提供一手参考资料，近两年来，我们在有关部门和单位的大力支持下，系统收集整理国内外文化立法方面的资料，开展了文化立法资料库建设，已编辑出版了《宣传文化法规汇编》、《地方文化法规汇编》、《与宣传文化相关的法律法规条文汇编》等。这本《国际文化法文件汇编》是我们委托中国社会科学院法学所对50余件“国际文化条约和协议”进行收集翻译、汇编而成，是资料库中的新成果。 

 

 经济、社会和文化权利国际公约

    （1966年12月16日第二十一届联合国大会第2200A号决议通过，1976年1月3日生效。1997年10月27日我国正式签署该公约。 2001年2月28日第九届全国人大常委会第二十次会议做出批准决定。同年3月27日向联合国秘书长交存批准书）

 

    鉴于按照《联合国宪章》所确立的原则，对人类大家庭所有成员固有尊严及其平等和不可剥夺的权利的承认，是世界自由、正义与和平的基础；

    鉴于这些权利来源于人类固有的尊严；

    鉴于按照《世界人权宣言》，人类享受免于恐惧和贫困之自由的理想，只有在人人得以行使其公民权利和政治权利以及经济、社会和文化权利时，才能实现；

    鉴于各国根据《联合国宪章》负有促进对人权和自由的普遍尊重与遵行的义务；

    鉴于人人都应当对他人和社会负有为增进和遵行本公约所确认的各项权利而奋斗的义务；

    本公约缔约各国，兹同意下述各条：
