In China and Foreign Aid, the authors expound on the critical role that Chinese foreign aid plays in the global governance system. While unprecedented humanitarian crises undermine global peace and development, major aid donors from the West have scaled back on aid funding and left behind a lacuna. As such, countries have turned to China, the world’s greatest emerging power, for assistance and guidance. Since its establishment in the 1950s, Chinese foreign aid has evolved with the times, departing from Eurocentric models and developing its own vision and philosophy. The book traces the historical development of Chinese foreign aid in areas such as infrastructure, governance support, trade, agriculture, healthcare, environmental conservation, humanitarian work, education, and culture. Through the South-South Cooperation Framework and the Belt and Road Initiative, Chinese foreign aid pursues common development and shared interests. Banding together the developing countries, China aspires to contribute her solutions for foreign aid to build a community with shared future for mankind.

China started its foreign aid program in the 1950s, which has evolved with the times according to its own development logic. Safeguarding national interests and advocating internationalism are two parallel themes guiding its development assistance efforts. China has consistently adhered to the principle of equality and fair treatment in foreign aid, and has never used foreign aid to interfere in the internal affairs of another country or seek political privileges. This stands as the cornerstone for trust between countries and has earned China a good name as one of the world’s major powers.Over the past 60 years, China has offered its foreign aid to as many as 166 countries and international organizations with nearly RMB 400 billion of funding, and has dispatched over 600,000 aid workers, among whom more than 700 have sacrificed their lives in the course of service. China has helped with more than 2,000 projects in over 120 countries and across 5 continents around the world. The projects have met the needs of developing countries in infrastructure, poverty reduction, agriculture, healthcare, education, environmental conservation, and humanitarian work. Chinese foreign aid is characterized by its emphasis on independence, equality, modesty, and pragmatism. This is true both in supporting the liberation and economic independence of the Asian, African, and Latin American countries and in promoting the socioeconomic development of developing countries. Without a doubt, China has developed its own foreign aid model with Chinese characteristics.

Since the founding of the People’s Republic of China, the Chinese foreign aid program has matured over several decades of untiring effort. As an enterprise, it has kept up with the times and adapted to the vicissitudes of both domestic and international landscapes. China has enjoyed monumental achievements in this regard. Looking back on the past 60 years, the development of its foreign aid program can be divided into the following phases: the initial phase (1958–1978), the adjustment phase following China’s reform and opening-up (1978–late 1990s), and the current steady phase (2000s–present).
