前言/Preface
中国是一个农业大国,农业作为产业,不仅是国民经济的基础,更是我国居民社会生存和自身发展等基本生活资料的首要提供者。在我国政府的历年报告中多次提到加强农业现代化发展,并大力推动农业的信息化建设和创新性模式。显然,改造传统农业、走中国特色农业现代化道路,创新性发展农业新模式有着非凡的意义。
2015 年3 月的“两会”上,总理在政府工作报告中首次提出了“互联网 ”行动计划。2015 年7 月,国务院发布的《关于积极推进“互联网 ”行动的指导意见》中提出“互联网 ”现代农业重点行动,指出利用互联网提升农业生产、经营、管理和服务水平,培育一批网络化、智能化、精细化的现代“种养加”生态农业新模式,促进农业现代化水平明显提升。与此同时,“十三五”纲要也提出“推进农业信息化建设,推进农业物联网应用,推进农业大数据应用,鼓励互联网企业建立产销衔接的农业服务平台,加快发展涉农电子商务”的重要举措。
农业现代化成为“新四化”短板的核心原因是我国农业信息化建设的滞后。长期以来,我国农业处于被支配地位,为工业、服务业等非农产业的发展做出了巨大牺牲。随着经济发展转入中高速增长的新常态模式,我国亟须转变经济发展方式,调整产业结构,注重发展的质量和效益,并着力打造新的经济增长点。如今“三农”问题对经济发展的影响日益突出,不但影响着农村经济的持续和农村社会的稳定,同时制约着我国经济的进一步发展。因此,需要加快解决“三农”问题,补齐农业现代化短板。当前,我国农业存在效率低下、结构性失衡等众多问题,面临着成本地板和价格天花板的双重压力,农村经济发展放缓及农民增收困难,这都需要利用新发展理念来破解。做强农业需要注重数量质量效益、注重提高竞争力、注重农业科技创新和可持续发展,迫切需要用互联网等技术手段对农业进行改造,推动农业产业结构升级,促进农业农村经济发展,提升我国农业竞争力,加快实现我国农业现代化。
互联网具有打破信息不对称、优化资源配置、节约交易成本等功能,以大数据、互联网、物联网、云计算等技术对传统农业的生产、经营、管理、服务等各环节进行改造,能够在很大程度上提高生产效率,从而促进经济快速发展,打造经济增长新引擎。与消费互联网不同,产业互联网更多服务于产业,推动产业结构优化,促进经济转型升级,提高产业质量和效益。特别是农业,其产值规模巨大、长期发展滞后、交易链条过长、生产经营分散、涉及领域广泛等是容易被互联网改造的,也是潜力的行业。目前,一批围绕“互联网 ”现代农业的产业和企业正在兴起,覆盖种植业、养殖业、土地流转、开发扶贫、农村电商、农村金融等各领域,涉及生产、经营、管理、销售等各环节,互联网、大数据、物联网等技术已逐步渗透到农业的各方面,开启了我国农业经济发展的大变革。产业互联网要求更多的线下服务功能,将互联网和农业生产全产业链相结合,而能否黏住大量农户资源是关键;作为涉及人口多,产值规模巨大的农业,在互联网背景下将会有怎样的变革,具有哪些机遇和挑战,目前的实践和发展状况怎样,未来将会有什么样的变化,都给人们带来无限的遐想。
针对这些问题,本书基于“互联网 ”现代农业背景,对“互联网 ”现代农业的本质内涵、产生发展、实践情况、未来走向等具体问题进行了探讨。本书总体分为三个篇章:篇章为背景篇,分为3 章,阐述“互联网 ”的本质和发展背景、我国传统农业存在的问题,以及互联网怎样改造传统农业;第二篇章为实践篇,分为7 章,以选取国内典型案例及优势平台企业为介绍对象,重点剖析“互联网 ”具体产业的实践成果;第三篇章为展望篇,分为4 章,对“互联网 ”现代农业三年行动实施方案进行深刻解读及对未来“互联网 ”现代农业走向进行展望。
