珠江源远流长，是我国仅次于长江的第二大内河航运水道，上接云贵、纵贯两广、汇于港澳。2014年7月国务院批复《珠江—西江经济带发展规划》，开启了我国跨行政区域的、大区域的协调发展的历史篇章。为贯彻实施《珠江—西江经济带发展规划》，珠江—西江经济带各省市相继出台了一系列相关政策文件。2014年，沿江各市以珠江—西江经济带上升为国家战略为契机，集中力量加大重大项目建设力度，完善基础设施建设，优化产业布局，加快城乡一体化的建设步伐，创新体制机制，扩大对外开放与合作，掀起了珠江—西江经济带建设热潮。
《珠江—西江经济带发展报告（2015）》是2015年广西蓝皮书的重要组成部分。2010年，广西社会科学院首次出版发行《广西蓝皮书：广西西江经济带发展报告》，之后连续四年每年出版。《珠江—西江经济带发展报告（2015）》，是珠江—西江经济带上升到国家战略后，首次编纂出版的以珠江—西江经济带为研究范围的蓝皮书，是原《广西蓝皮书：广西西江经济带发展报告》的升级和延续，同时也是人文社科研究领域服务国家发展战略、促进学科发展的科研成果。本书内容分为四个部分，包括总报告、专题研究篇、区域发展篇和附录，荟萃了广东、广西政府部门、科研单位众多社会科学工作者的成果，力求从不同视角、全方位对2014年经济带的发展状况进行梳理和展示，总结经济带的发展建设成就，分析当前经济带建设存在的问题，并提出对策建议。
蓝皮书是一个理论研究平台，也是一个实践总结平台。它是专家学者、实践工作者服务国家、服务社会、服务大众的一个很好的载体。我们认为，作为一本反映珠江—西江经济带发展状况和未来需要解决问题的蓝皮书，既要有依据科学分析所形成的判断，也要有指导未来发展的对策性意见和建议。我们努力让每年编纂的《珠江—西江经济带发展报告》都能达到这样的要求。当然，这需要来自各级领导、各界专家学者以及热心读者的关心和指导。

Preface
Pearl River, contains a long history, also known as the second largest inland shipping waterway after Yangtze River, upper reaches of which connecting Yunnan and Guizhou province, and running through the Guangxi and Guangdong province, finally meeting in Hong Kong SAR and Macao SAR. In July, 2014, the State Council approved the “Pearl River – West River Economic Belt Development Planning” that started a chapter of history for development of cross administrative region and large regional coordination. In order to fully implement the “Pearl River-West River Economic Belt Development Planning”, the related provinces and cities all have published a series of relevant policies. In 2014, Pearl River – West River Economic Belt has been upgraded as a national strategy, cities along the river all focused on this opportunity to increase the intensity of major projects, improve construction of infrastructure, upgrade the industry distribution, accelerated the construction of urbanization, innovate institutional mechanisms, and expand the opening-up development, thus, a development boom in Pearl River – West River Economic Belt has been driven up.
“Development Report of Pearl River-West River Economic Belt（2015）” is a significant part of Guangxi Blue Books 2015. In 2010, Guangxi Academy of Social Sciences firstly published “Guangxi Blue Books: Development Report of West River Economic Belt”, after then, it continually published this report in four consecutive years. “Development Report of Pearl River-West River Economic Belt（2015）” is the first blue book that focuses on Pearl River – West River Economic Belt after this economic belt has been upgraded to national strategy, it is a upgrade and extension of “Guangxi Blue Books: Development Report of West River Economic Belt”, and also as a research achievement of humanities and social fields for providing services to national development strategy and promoting academic development. This book contains different study achievements from government departments, academic institutions, and other researchers of social sciences in Guangxi and Guangdong province in order to comprehensively showcase the development situation of Pearl River – West River Economic Belt from different perspectives. The book has been divided into 4 parts: part one is a general report, focuses on planning range of Pearl River – West River Economic Belt to illustrate economic situation of cities along this economic corridor, summarize achievements of the major economic field, and analyze the issues that exit during the development process with countermeasures and suggestions; part two is subject studies, which including 13 study reports on development strategy, industrial cooperation, role of corn cities, ecological construction, cooperation mechanism, and etc; part three is regional studies, which consists of 11 development reports of cities who have been contributed efforts to promote development of Pearl River – West River Economic Belt; part 4 is appendix, Memorabilia of Pearl River – West River Economic Belt as well as economic and social development data of major 11 cities are covered by this part.
Blue book is not only a theoretical research platform, but also a platform of practical summary. It is a great carrier for experts and scholars to provide service to country, society, and public. We believe that as a blue book to reflect the development situation and provide opinions and suggestions for Pearl River – West River Economic Belt must contain both judgment rely on scientific data and opinions and suggestions are able to guide the future development. We are striving to meet this standard each year, of course, which also need the care and guidance of leaders, experts, scholars, and enthusiastic readers.
