该书内容翔实、准确、权威，多角度反映了2016年度中国研究生教育质量概况，为研究生培养单位创新研究生培养模式，提高培养质量提供有益的参考，是公众了解我国研究生教育质量状况的重要来源，也是长期从事学位与研究生教育研究学者、管理者以及工作者的重要参考资料。

2016 年是“十三五”开局之年，我国研究生教育持续深化综合改革，唱响研究生教育“强体”“提质”的强音。加强质量评价，优化研究生教育结构。2016 年国务院学位委员会对全国 205 个学位授予单位完成了学位授权点动态调整，共撤销授权点 576 个，增列 367 个。公布了 2014 年学位授权点专项评估结果，撤销了 50 个“不合格”授权点，对 95 个“限期整改”授权点给予暂停招生、限期整改处理。全面开展 MBA 教育自查自纠与专项整治，并对全日制和非全日制研究生做出明确界定，规范招生、投入、就业等要求，加强了研究生教育培养质量评价。以“服务需求、提高质量”为主线，深化培养模式改革。研究生培养单位的人才培养定位于主动服务国家对外开放战略，对接“一带一路”等国家重大战略。与此同时，研究生培养单位也在加强结构调整优化和培养模式转变，构建良好学术生态环境，凸显办学特色。专业学位研究生教育综合改革多举并用。2016 年，*要求统一组织实施全日制和非全日制研究生招生录取，坚持全日制和非全日制研究生教育同一质量标准；搭建专业学位案例库公共平台，建立了多部门参与的专业学位研究生联合培养体系，建设了多个专业学位教学案例库。 2016 was the first year of China’s 13th Five-Year Plan. In this year,China continued to deepen the comprehensive reform of the graduateeducation, by setting the strong tone emphasizing the graduate educationshould be further in “reinforced mechanism” and “quality improvement”.Strengthen the quality evaluation and optimize the structure of grad-uate education. In 2016, the Academic Degrees Committee of the StateCouncil completed the national dynamic adjustment of the degree au-thorization units totaling 205, with annuling 576 units and adding 367units, hence the structure of the graduate education system was furtheroptimized. It announced the results of the specific assessment of thedegree granting units, which was carried out in 2014. 50 “unqualified”authorization units were revoked, 95 degree granting units facing “rec-tification deadline”, which were suspended the enrollment of students,and requested a rectification with limited time. The whole measureseffectively promoted the graduate training units to improve their grad-uate education quality continuously. The government comprehensivelyimplemented the self-examination and self-correction and specificrectification of MBA education and made a clear definition of the full-time and part-time graduate students, specified the requirements of theenrollment, investment, employment and so on, which had strength-ened the quality evaluation of the graduate education training.Hold the main line of “serving needs and improving quality” anddeepen the training model reform. Graduate education training unitsshould initiatively aim at serving the country’s strategy of “open-ing up”, “Belt and Road Initiative” etc. Meanwhile, the units shouldstrengthen the structural adjustment and optimization and the trainingmode transform, to build an excellent academic ecological environmentand highlight its academic characteristics.A number of initiatives had been enabled in the comprehensive re-form of professional degree graduate education. In 2016, the Ministryof Education requested a unified organization and implementation inthe enrollment of full-time and part-time graduate students, adheringto the same quality standards for the two types of graduate education.The public case database of professional degree programs was set up,a joint training system with multi-sectoral collaboration for theprofessional degree graduation was established and a number of casedatabases for professional degree teaching and learning were built.
