持之以恒,推动工业绿色转型发展
党和国家保护生态、绿色发展的理念和战略一以贯之,并且不断深化提升。“资源消耗低,环境污染少”是中国特色新型工业化道路的重要组成,“节约发展、清洁发展、安全发展”是可持续科学发展观的重要内容,“建设资源节约型和环境友好型社会”是战略任务。党的十八大提出经济建设、政治建设、文化建设、社会建设和生态文明建设“五位一体”的总体布局;党的十八届五中全会提出“创新、协调、绿色、开放、共享”五大发展理念,绿色经济成为新时代新经济的显著特点之一。如今,习近平总书记一直倡导的“绿水青山就是金山银山”已家喻户晓,长江经济带“共抓大保护,不搞大开发”战略定位已深入人心。
近几年,生态文明建设广泛深入开展了多个专项行动,已见显著成效。党中央、国务院把污染防治列为三大攻坚战之一,打好“蓝天保卫战”是重中之重。落实习近平总书记关于能源的消费、供给、技术和体制四方面“革命”的指示,构建绿色、低碳、安全、高效的能源产业体系。以节能、环保、优质、智能为重点的“绿色制造”迅速发展,一大批工业企业率先实现转型升级。绿色发展已渗透各个领域,绿色建筑、绿色家居、绿色出行遍及城乡,绿色文明的生活方式蔚然成风。“史上最严厉”的环保法开始执行,环保督查、社会监督形成了污染防治、生态保护的倒逼机制,落实了政府、企业和公民的环保责任。
方向明确、战略坚定、措施得当、协同努力,工业经济正在向绿色低碳转型。2018 年,规模以上工业单位增加值能耗比2012 年累计降低约30.5%,六大高耗能行业单位增加值能耗累计降低约25.9%,各重点行业单位能耗、物耗明显降低。数据显示,二氧化碳、氮氧化物、氨氮等主要污染物排放量逐年下降,工业污水排放量减少,固体废弃物得到控制,大气雾霾得到治理,PM2.5 浓度明显下降。尽管污染治理取得了明显成效,但长期沉积形成的问题和矛盾仍没有根除。工业仍然是主要的能耗大户和最重要的污染源,工业绿色低碳转型任重道远。工业节能减排、污染防治,实现绿色转型发展,要标本兼治,要推进新旧动能转换。发展新兴产业是新动能,改造提升传统产业使其焕发生机也是新动能。在工业绿色低碳转型的过程中,要推动大数据、物联网、云计算、人工智能等新一代信息技术与工业制造业的深度融合,要加快传统产业的绿色、低碳、智能化技术改造,需要坚韧不拔的意志和持之以恒的定力。这种意志和定力不仅体现在政策的持续稳定上,还体现在广大从业者坚持不懈的努力之中。
从2009 年开始,中国工业节能与清洁生产协会开始组织编写《中国节能减排发展报告》,至今已有10年。报告秉承“内容翔实、资料丰富、数据准确、观点鲜明”的指导思想,不仅记录了我国节能减排工作的进展情况,更展现了专家和企业家们对节能减排政策和产业发展趋势的深入思考。10 年来,该系列报告对中国节能降耗、减排治污起到了积极的推动作用,受到了社会各界的普遍欢迎和广泛认同。在此基础上,中国工业节能与清洁生产协会结合当前我国工业绿色发展形势的变化,特将《中国节能减排发展报告》更名为《中国绿色工业年鉴》,在内容编写上做了改进和完善。
2019 年是“十三五”规划成功实施的关键之年,污染防治、生态保护正处在攻坚期和窗口期。当前工业节能减排、绿色发展形势总体向好,单位工业增加值能耗、水耗和主要污染物排放持续下降;绿色制造体系建设稳步推进,涌现了一大批绿色工厂、绿色园区和绿色供应链管理示范企业;节能环保产业持续成长壮大。同时也面临新的挑战,如高能耗行业能耗下降幅度收窄、中西部地区能耗反弹压力增大、节能环保产业增速放缓等。此外,国际经济环境的变化也对我国工业绿色发展产生了复杂影响。在这关键的历史时期,准确把脉节能减排的发展形势,对工业的可持续发展具有重要的推动作用。
《中国绿色工业年鉴(2019)》正是对当前工业绿色发展形势的积极呼应。年鉴分为专家论述、专题研究、典型案例、信息统计及大事记,既体现了专家的深思熟虑,又体现了研究者的细致入微;既有深入的理论分析,又有生动的案例展现;既有翔实的数据汇集,又有简洁的大事记,客观展现了2018年以来工业绿色低碳转型升级的成效、难点和痛点。祝贺《中国绿色工业年鉴(2019)》成功出版,相信会对广大读者和从业人员具有重要的参考意义和实用价值,也希望中国工业节能与清洁生产协会进一步改进提高,充分满足广大从业者为保护生态环境、建设美丽中国争做贡献的愿望和需求。
